Financial Assistance Programs

General Assistance is mandated by Illinois State Statutes. The program provides monthly financial service for people attempting to enter or re-enter the work force. Also, the program provides financial assistance to people who have a pending Social Security Disability application. If approved for financial assistance, certain medical care may also be provided. This program is designed for people who have no income.

Emergency Assistance
Emergency Assistance is offered to Township residents who may have a pending application or are not eligible for Public Aid or General Assistance, but are faced with a financial emergency. The program is designed for people who meet the income guidelines. Help with utilities, rent and food is available.

The General Assistance office also takes applications for the LIHEAP program. LIHEAP is help with heating bills during the winter season. A one time payment will be made directly to both heating and electricity suppliers to help qualified households. The program runs from September to the end of May. We also offer referrals to other agencies that may help.

Access DuPage
Downers Grove Township is now an intake / enrollment location for Access DuPage. Residents of the Township can call our office for further information or to make an appointment.

What is Access DuPage?
Access DuPage is a program to help eligible persons in DuPage County receive primary care medical services. Access DuPage is not an insurance program, nor is it a substitute for good health insurance. But if you are without health insurance and meet the eligibility criteria, Assess DuPage and its participating physicians will try to provide you with a “medical home” where you can receive primary care services, routine X-ray services and prescription drugs at a small cost until you become insured.

To be eligible for Access DuPage you must:

  • be a DuPage County resident for at least 30 days;
  • be under age 65;
  • have a household income at or below 200% of the Federal Poverty Level (about $35,000.00 for a family of four);
  • and not be eligible for other health insurance programs (Medicaid, medicare, KidCare, employer-sponsored insurance, student insurance COBRA, SSI etc.)

All persons in Access Dupage are enrolled for a one year period. At the end of each one-year period of eligibility, persons may re-enroll if they still meet the eligibility requirements. All persons enrolled in Access DuPage receive an ID card. This card must be presented at all times by the enrollee to receive any medical services.

Salvation Army
The Downers Grove Township now offers the Salvation Army service extension program, which provides emergency assistance for residents of the Village of Downers Grove. You must have a zip code of 60515 or 60516.

The goal is to provide supportive assistance to people during crisis situations and to identify other community resources, which may provide additional help. Families may get assistance once in 12 months. Eligibility for aid is generally based on financial income and resources available. After a completed application form is received, eligibility documentation is required.
