Refuse Collection Program for Residents of Unincorporated Downers Grove Township

The second year of the Groot refuse contract extension begins April 1, 2020. This program covers single family residences in unincorporated Downers Grove Township only. The planned increases are as indicated here:
The Unlimited Program, which most residents have, will increase 60¢, from $20.16 to $20.76 per month.
The Fixed/Limited Program will increase 55¢ from $18.30 to $18.85 per month.
The Sticker Program Refuse Collection Fee/Month rises 23¢ from $7.70 to $7.93 per month. Stickers for refuse and yard waste go up 11¢ from $3.70 to $3.81 per sticker.
The Roll Off Two Cubic Yard Container Program increases $1.98 from $66 to $67.98 per month.
Billing cycles remain the same. The Township continues to receive positive comments and feedback on Groot as a refuse carrier. Groot can be reached at 708.485.0900 and at email@example.com

Unincorporated are residents participating in the Groot refuse service will be entering Year Two of the Township’s three year contract beginning April 1, 2017. February 2016 marked the beginning of the three year contract with Groot Industries Inc. to provide unincorporated residents of Downers Grove Township with competitively priced refuse service. There are four options available for residents to choose from, and all single family residences, both attached and unattached, have the option to choose among the following service options:
- Unlimited: The unlimited option includes unlimited waste, recycling, lawn clippings, 1 bulk item and white goods; as per the contract rates will rise by 57 cents, to $19.57/month on April 1, 2017
- Limited: The limited option includes limited waste, 1 bulk item and unlimited recycling; as per the contract rates will rise by 52 cents to $17.77/month on April 1, 2017
- Sticker: the sticker option includes the purchase of stickers to dispose of waste at the residents choosing; as per the contract rates will rise by ten cents a sticker to $3.60 on April 1, 2017
- 2 Cubic Yard Roll Off: A roll off 2 cubic yard container for waste pick up; as per the contract rates will rise $3 to $63 on April 1, 2017.
By far the most popular option is the Unlimited program, where Groot provides the cart, and the flat Monthly rate is below $20/month.
The feedback to the Township on the Groot Refuse Program has been very positive. Residents that were paying $60 or more a month find paying $20 a month a good deal. Over 60% of all unincorporated residents have signed up for the Groot refuse program.

Beginning April 1, 2016, Groot Industries will be the ONLY contracted waste hauler for the Unincorporated areas of Downers Grove Township.
If you plan on using Groot’s services, you must contact your current waste hauler to cancel your current services. Any questions about Groot’s garbage collection policies, please call 1-888-485-0900.
If you choose to opt-out of Groot’s garbage collection, you must: contact Groot Industries in writing. Written notices must sent, attention to Groot Industries, 8475 West 53rd Street, McCook, IL 60525.

Upon execution of the contract for refuse and recycling hauling with Groot Industries, all single family residences, both attached and unattached, will have the option to choose among the following service options:

Groot Industries will be creating a public awareness campaign, including an informational brochure, outlining the benefits of the waste and recycling hauling program including, but not limited to cost, service requirements, and collection schedules. The informational brochure will also include information about how to sign up for Groot’s Robo Call program that will provide residents updates of when service will be affected by holidays and weather.
The Township and Groot Industries are working on the particulars of the contract at this time. When the contract negotiations are complete it will be before the Township Board for approval.
Bids Submitted in Response to RFP – On November 30, 2015, 10:05 a.m., proposals submitted by local area waste haulers were opened publicly in the Downers Grove Township offices, in the Board Room, as follows:
The Downers Grove Township Refuse Committee will require time (several weeks) to fully review each of the submittals and make a recommendation to the Downers Grove Township Board. The Board, at one of the next regular board meeting or meetings, will make a decision as to whether or not to proceed with the proposed refuse disposal program, and if it is to proceed, which bidder if any, will be selected to provide refuse hauling services for single family homes in the Township’s unincorporated areas.

Update: On October 15, 2015, the Downers Grove Township Board of Trustees approved a Resolution in Support of Issuance of a Request for Proposal (RFP) for Refuse Hauling and Recycling Services for single family homes, attached or detached, in unincorporated areas of the Township.

Proposed Refuse Collection Program for Residents of Unincorporated Downers Grove Township
Based on property tax records, there are 5,132 unincorporated single-family homes in the Township, not including condominium or apartment units. In order to evaluate the possibility of the Township negotiating refuse disposal service for the unincorporated residents, an extensive survey was mailed. The returns indicated many unincorporated area residents did not have a negotiated contract with their refuse hauler and/or the fees varied widely.
A referendum was placed on the November 24, 2014 ballot, as follows:
Shall Downers Grove Township be authorized to contract, administer or license a refuse collection, disposal and recycling program on behalf of the residents of the unincorporated areas of the Township, pursuant to Section 85-13(f) and Article 210 of the Township Code?
The referendum was on the ballot in 49 of the 128 precincts in the Township, those being unincorporated areas. The vote tally was 3,654 YES and 2,209 NO.
The Township Board mailed a information gathering letter to 18 homeowner associations and three areas that do not have homeowner associations, seeking a representative to participate on an advisory committee to gather input and develop a bid package for refuse haulers.
The Township’s Homeowners Association Meeting with unincorporated residents was held on February 7, 2015. Representatives from Bruce Lake, Liberty Park, Farmingdale, Tri-State, Lake Brookeridge, Pleasantdale, Lake in the Woods, Timberlake and others were present. Among others, topics included snow removal, brush pick-up and refuse collection. Several attendees emphasized there be an “opt-out’ option in the refuse bid package.
A Refuse Advisory Committee meeting was held on March 11, 2015, to continue discussion. Attending were reps from Bruce Lake, Liberty Park, Farmingdale, Lake Brookeridge, Landsfield and Timberlake, who were asked to poll people in their area about what type of service they would want.
On June 18, 2015 the Downers Grove Township Board appointed Trustee Lorraine Grimsby the chairman of the Refuse Committee and directed her to post any and all meeting notices on the Township website.
The Refuse Committee will ask the board to have Township Attorney, Allan Alongi, prepare a Request for Quote(Pricing/RFQ) to be discussed at the July 16th Downers Grove Township Board meeting @ 7:30 PM, 4340 Prince Street, Downers Grove, IL 60515.
